Apple has released iOS 12.3.1. It provides bug fixes for the iPhone, iPad, and iPod touch regarding to Voice over LTE calls and Messages.
The upgrade is available on eligible devices in the Settings app (Settings > General > Software Update). You should also note that Apple has stopped signing code for iOS 12.2.
